JOB TITLE Senior Manager, Procurement 

LOCATION Accra 

EMPLOYMENT TYPE Permanent 

PURPOSE OF POSITION To provide technical and operational support for the effective and efficient performance of the procurement as well as provide oversight over the Stores functions of the Fund 

DUTIES AND RESPONSIBILITIES 

  1. Collates data for the formulation of policies. 
  2. Implements and monitors the programmes and activities of the Unit 
  3. Develops the procurement manual and procedures. 
  4. Supervises the conduct of market surveys to identifies sources of supply 
  5. Develops, maintains and updates the database on Suppliers. 
  6. Supervises the preparation of the annual procurement plan. 
  7. Coordinates the management of the procurement process. 
  8. Prepares annual and other periodic reports on the procurement functions to the Public Procurement Fund through the Head of Entity 
  9. Oversees Stores and Disposal of Assets in accordance with laid down procedures and regulations 
  10. Liaises with Directorates, Units, Service Providers, Approving Authorities and other stakeholders on the procurement of goods and services. 
  11. Prepares annual and other periodic reports of the Unit. 
  12. Prepares the Budget and Workplan of the Unit. 
  13. Supervises and appraises the performance of subordinate Staff. 
  14. Exercises supervision and control over Supplies and Stores Staff. 
  15. Carries out regular inspection of Stores and inventory, and reports to the Director of Administration & HR. 
  16. Trains Stores Staff in current storekeeping practices. 

QUALIFICATION AND EXPERIENCE 

  1. A minimum of a Master’s degree from an accredited tertiary institution in Supply Chain Management, Procurement Management, Purchasing & Supply or any other related field. 
  2. Must be a member of the Chartered Institute of Purchasing and Supply (CIPS) or any recognized professional procurement body. 
  3. A minimum of ten (10) years post-Bachelor’s Degree relevant work experience, five (5) of which should have been a management role in a reputable organization. 
  4. Must pass a selection interview conducted by the Fund in collaboration with the Public Services Commission. 

COMPETENCIES

  1. Excellent knowledge in Public Procurement Act and Financial Management Systems. 
  2. Good knowledge and understanding of Public Administration System. 
  3. Good knowledge in Strategic Management. 
  4. Good leadership and networking 
  5. Monitoring and evaluation skills. 
  6. Quantitative, Qualitative and Analytical skills
